Since its creation, the British Indian Ocean Territory and the joint UK-US military base on Diego Garcia has had a contested existence. It has been challenged through various international courts and tribunals, threatening the long-term, secure operation of the base. We should not have to choose between breaking international law and risking national security.

That is why I am glad the Government has signed a treaty alongside the Mauritian Government regarding the Chagos Archipelago, including the Diego Garcia base. Parliament has now had time to carefully consider the treaty, and the Diego Garcia Military Base and British Indian Ocean Territory Bill, which will give effect to the treaty, has had its Second Reading.

The signing of this agreement guarantees continued full operational control of the Diego Garcia base while reinforcing the strategic defence partnership between the United Kingdom and the United States. This base is essential for British counterterrorism efforts, the protection of British interests worldwide, and the security of British military personnel. As global threats escalate, Diego Garcia becomes increasingly crucial to our national security.

I understand concerns have been raised around the financial cost of this agreement. I believe that a payment over the course of 99 years was key in protecting this base, with the cost of this deal being less than 0.2% of the annual defence budget.

I am pleased the Government has restated its commitment to supporting Chagossians in the UK, with all Chagossians remaining eligible for British citizenship and to make a home in the UK. I also understand the Government have also financed a £40 million trust fund for Mauritius to support the Chagossian community.

It is also important to note that this is a unique agreement, with the Government stressing that it has no bearing on its wider policy regarding other Overseas Territories.

This treaty is indispensable to keeping Britain secure at home and strong abroad for generations to come, and I am proud to support it.
